Open Captions is a website that lets you search for captioned YouTube videos. As the video is playing, if you click on a word in the captions, a small window opens and shows you the ASL sign for that word.

QuickTime Pro Captioning Tutorial

3PlayMedia has developed a clear, concise step-by-step tutorial for creating closed captions/subtitles for any i-device (iPhone, iPad, iPod, etc) and Apple iOS using QuickTime Pro.

Unfortunately it can only be done on a Mac - the PC version of QuickTime Pro does not yet provide support for the necessary SCC caption format.
